I discovered this number is owned by PETEC COMMUNICATIONS NJ. They DO NOT honor do not call lists http://www.paetec.com/

Number keeps calling!when I answer no one is there so I hang up.then the same number calls again moments later.

Caller id says ATLANTIC CTY NJ.  They never never leave a message.  I just don't answer the phone if I don't recognize the number.

keep getting calls from this number they might say hello then hang up when you call back it says no such number.   just don't answer
