Rachel and her "Card Services" is up to spoofing numbers again.  Came up on caller id as a Jennie Cogar with the attached number.  As soon as I picked it up, cause it was a familiar number, they started with "Hi, this is Rachel with Card Services" and that's where I hung up and blocked the number.  Didn't this company receive a hefty fine for this same circumstance before?
