This appears to be our troll who has an obsession with Level 3 Communications, a large internet and telecommunications company that serves as a competitive local exchange carrier (CLEC) in many parts of the U.S. (your own phone service may be on equipment or bandwidth leased from Level 3 by whatever company serves as your local carrier).
The troll posts under different names – partly to avoid immediate detection and partly to give the impression that there are others who share his fixation on a little-known (to the general public) telecommunications company. He pursues Level 3 through 800notes the way a creepy 40 year old stalker pursues the mini-skirted teenage object of his affections through a shopping mall. Despite having no data about the absolute or relative number of law-breaking calls coming from Level 3 compared to other carriers (or to Level 3's overall call volume), he is obsessed with the idea that Level 3 Communications is responsible for most of the illegal scam phone calls he receives and he feels compelled to impress this upon the public.
When not pushing his paraniod Level 3 agenda he simply tries to disrupt the functioning of 800notes.com because he believes 800notes harbors "supporters" of Level 3 (as opposed to simply those who doubt his wacky ideas).
