Received this call on 2/19/15 at 12:30pm on my land line.
On voicemail, caller said: My name is Keith Martin. This message is intended to contact you regarding an enforcement action executed by the United States Treasury intending your serious attention. Ignoring this will be an intentional 2nd attempt to wipe an initial appearance before a magistrate judge or grand jury for a federal criminal offense. My # is 609-363-3593 (repeated #) I advise you to call and help us to help you.

Got a call from this # at 8:45 this am. Left a message that they were trying to contact us "regarding an enforcement action executed by the United States Treasury" and warning of serious consequences if I don't call them. I'll risk it! Filing complaints with do not call and the fcc.
There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I also received a call. Said they would send over the police to arrest me but were giving me a chance to avoid that. All relating to having not paid my 2012 taxes, the IRS sending me 2 notices, me not responding, etc. None of which ever happened. It went on, with me knowing it was a hoax, with the person calling, (identifying himself as being from the Treasury Department) telling me to go to the bank and deposit funds into an account...that was until I said that I looked up the number on the web and it indicated....the phone went dead at that point.
