The caller says he from NJ Law Enforcement. Looking for donations.

They call every night at dinner time.  I never pick up and they never leave a message.
My phone is on the DO NOT CALL list but it never keeps the unwanted calls from coming.

No message is ever left.  I assume it's this same number that keeps calling without leaving a message.

Caller is a dirtbag scammer trying to dupe people out of their money - don't answer the phone.  They won't leave a message - shows you how legit the scammer is... If you do answer, you'll get a bogus story for a law enforcement charity (these typically keep the lion's share of any donation they sucker out of you).  The caller ID is changed often to reflect a different town name.
