This number called me 3 times in a row within 3 hours while I was at work an unable to answer, I looked up the number and I got different information. Here is what I got:

I decided not to put the apartment number due to privacy issues.
I received a call today from the Chaplaincy at the Hennepin County Detention Center. I was unable to answer the call, so they left a voicemail. At the end of the message, the gentleman who called explained that that all calls coming from the facility show as all zeroes after the area code when displayed in caller ID.
He went on to say that time it was the chaplaincy, but it could have also been the county Sheriff or any other call originating from inside the detention center for that matter.
So, the phone number seems to be legitimately used by Hennepin County in the Twin Cities area, but it is certainly not a valid callback number.
