I have received several calls from this number this morning and they are all from India--I am assuming this number is simply a local POP or Minneapolis "drop off" for a Voice Over IP (like Vonage) carrier, or for an international long distance carrier.
These numbers are often used by several carriers representing thousands of subscribers, so getting to the "root cause" of numbers like this one will be virtually impossible. The person calling you from this number has nothing to do with the person calling me from this number, and in fact the caller doesn't even know this number exists.
Keep missing calls from this number, but no message is left. Called back and got the automated message "You have reached a non-working number at Target City Center. Please check your local listing for the correct number".
I have been receiving phone calls on my cell from this number for the past month. When I do answer the call (to tell them to stop calling) I either get loud music played in my ear....or a young woman (sounds like from India) asks for Jim.
