Obviously it is a scammer with no affiliation to Target or any other legit business.  This scam circulates with many different unused numbers and has used travel agencies, Disney vacations, cash awards, etc.  Plain and simple: If you did not enter your cell phone number in a contest for the prize, you are being lured into divulging your personal info.  Most likely your ctrdit card number is the goal of the scanner.
