I am also the target of these incoming, relentless, harassing voicemail messages by telemarketers. Unfortunately the officials of the DNCL (Canada) are unable or unwilling to do anything about it ! This useless department is a lost cause and should be dismantled.

It is unlikely that they will dismantle. However, you can accomplish the same thing by calling and having your name removed from the DNCL. Perhaps that will serve you better.
