Yes it is! And most of the calls are coming from India and Pakistan! We are getting these calls in the US as well, IRS scam! You should probably report it to your real CRA.
This caller called my neighbour, informed her there was a problem with her immigration file and she would be deported if she didn't transfer $$ . Two men spoke with her, the first man had an Indian accent, gave her a file number, badge #, etc. It was reported to police.
