Area codes and telephone exchanges in the North American Numbering Plan do not start with a 0 or 1. It's a spoofed number.

Called on landline 9/23 @  2:52 pm. No msg.Columbus area

The caller was Titian Electric they're trying to get you to change your electric supplier to them.  In my humble opinion they're just going to slam your electric bill with additional charges.  Legitimate don't cold call prospective clients.

Any caller using a FAKE exchange is likely a scammer.
