This number calls repeatedly, I wrote a system that interfaces with an analog modem for CID polliing and terminates unwanted callers by sending the data 'ATA' command. This often results in active removal from their call list because they believe it to be a data line. This number has called repeatedly daily.

I just received a call from this number and they said they were from the children's magazine Highlights. I did subscribe to the magazine before Christmas for one of my grandchildren. I don't recall ever giving them my office number, which is where I received the call. They wanted to send me some free puzzles and other items to try. Since subscribing I am getting almost daily emails with specials, freebies, etc. which I do not want. She was polite, but persistent, so I finally told her no thank you and hung up.
this is Highlight's Magazine calling you to see if you want to set up to continue magazine's coming to your house. Hence, the "highlights" caller id. No need to rant and rave about getting a phone call and demanding to be removed from a list that you won't be removed from.
