Tons of calls from utility companies with pie-in-the-sky promises of lower rates have been originating from Ohio's capitol, Columbus. This appears to be another one.

I picked up call but didn't say a word.  Silence the entire time then after 15 seconds, the call hung up on their end.

Answered the call but said nothing.  There was silence for several seconds and the line disconnected.  The "Do Not Call" list is a joke.
