Answered.  A person that sounded like he was on a speaker phone asked if I would be interested in answering some questions for a political survey.  I said "no" and he politely thanked me.

Received a call from this number and I picked up for the heck of it. A lot of background noise but nobody spoke. Soon they hung up.

Won't stop calling me... also texting me.
