Doing a quick google search on them I come up with this from the BBB.
Please note that World Financial Network National Bank and World Financial Capital Bank based in Columbus, Ohio, are both wholly owned subsidiaries of Alliance Data which is headquartered in Dallas, TX. BBB maintains a separate report on Alliance Data headquartered in Dallas, TX.
We know from other numbers Alliance Data is a collection agency, so this is probably just another number they call from.
This caller, Commenity, calls harassingly often over what appears to be nonexistent debt or those that have already been paid off. This can mean calls multiple times nearly every day; They may also try calling multiple numbers which could include [close] family members.
They hardly leave messages, yet when they do, it comes off as social engineering alongside some scare tactics to ensnare those contacted (somewhat threatening in tone) Such tactics can include bringing up 'legal' options and prompts to call them back at another number, which to discuss on the phone at all would be dubious and unrecommended.
Be careful with unknown callers; be wary of debt collectors since they may operate in shady/questionable ways; be sure to receive [mailed] legal documentation before addressing [impersonal] debts.
