I received a call from this number, answered, and the line disconnected. 16 minutes later I received a call from an elderly man claiming I had just called him (I've been at work and my phone is sitting on my desk, I have not touched it). I think there is some kind of scam that scammers are using real phone numbers to call people. This was the second time this has happened.
