Scam: Fake legal call "concerning compliance with a pending investigation". Claims you haven't responded to past attempts to contact you - of course that's because there have been no past attempts. Says press "1" to speak to a representative.
Recording was a real person (not a computer/robot) with a fairly neutral American accent, but he was clearly reading from a script and not reading it very well. Come to think of it, the script wasn't written very well. And this particular scammer is so half-@ssed his robo-caller doesn't even wait for the outgoing message on your answering machine or voicemail to finish before starting its spiel. Losers.
They didn't mention anything about who they were or who they represented. They seem to be trying to avoid blatant criminal behavior like claiming to be from the IRS or any law enforcement agency. Because of this and the accent I suspect this scam might actually be run from within the U.S.
White pages lookup shows this to be a VOIP number, so they could be calling from anywhere. If anyone else gets a call from this number and listens to their whole recording I'd like to know if they request a call back at this or any other number. (I foolishly hung up before the end of the recording.)
