I call back after business hours (using *67 to block my number). I hear, "Your call has been forwarded to an automated voice messaging system. 617 244 7124 is not available. At the tone, please, record your message. When you've finished recording, you may hang up, or press 1 for more options." This is the generic message associated with some voicemail.
My guess is that this number has been spoofed. It probably is the number of someone who irritated a telemarketer. Now the telemarketer exacts revenge by directing irritated return calls at the victim.
If you recognize the number, pick it up. Otherwise, don't answer or call back.
