This caller recorded voice indicated to press 5 to lower your electric rate (because I qualified).
Don't understand the reasoning of how in the hell he would know. Hung up.

This reminds me of the credit card interest lowering scam.

When I answered phone no one was there

They call and say something about my qualifying for a discount.  When I called the number back the operator said it was disconnected.
