Will not stop calling my phone

I got a call yesterday from this number and didn't answer, I had a voicemail and all it said was thank you. I just got another call today and I didn't answer and no message was left

This number calls multiple times a week. I'm on do not call list.

Number calls 3-4 times a day and never leaves a msg

Answered call, didn't say anything at first - nothing but silence. Even after I said "hello?" nothing. Blocked. Third number today no less.
