I kept getting calls from this number but never answered.  After googling the number and thanks to all of your comments, I decided to have some fun with this woman. I saved the number on my cell phone contact list naming her "spammer". My phone rang last night and "spammer' came up from my contact list. While born in the US...I decided to answer with a very heavy accent "hullo".  She asked to speak to me referring to my full name...and I repeated "hullo". Everytime she spoke I repeated the "hullo". She kept asking if I could hear her...and I repeated "hullo" each time.  Finally she gave up and hung up on me. Hopefully, she added me to her "do not contact list".
