I got a call from them as the booking agents for a travel promotion for T-Mobile.
For what it's worth the woman I spoke to said that they are the booking office in Boston for a travel/marketing company.
When I googled the # I found the name and address (but don't trust me without more checking on your part):

According to the T-Mobile promotion website FAQ: "Who is TLC and what role do they play?
TLC is T-Mobile’s fulfillment vendor for this promotion. They provide the ticket booking system for this promotion. All tickets must be booked through TLC’s online booking system or TLC’s Free Companion Concierge Service."
