The same hispanic lady keeps calling me for no apparent reason over the past 2 weeks and I told her she had the wrong number. I even called her back telling her to stop calling me, and all she said was "sorry." But she called again the next day! After the tenth time, I think most people would get the clue, even if they don't know English.
