You need caller ID for a blocker to work. Try Amazon.com for a wide variety of available blockers. My CPR blocker allows one ring and then dumps the call.
These scumbags get your personal information by purchasing vehicle registration lists from you State DMV. Complain to them. Obviously in many cases the list purchased in several years old and owners may no longer still possess the Vehicle. If you purchase a warranty from these sleazeballs, it will contain so many caveats to render it worthless. That's what happened to my ex-boss.
I have this number in my phone as "Alton Scammer". I decided to answer and see what they had to say. It sounded like a computerized voice but not pre-recorded responses, like they were typing answers for the computer to say or maybe a voice disguiser.
It told me how my wifes car warrantee was expired and asked if I wanted to go over options. It said this would be the final call. I doubt it.

11:00am, These worthless warranty crooks are starting a new round of calls. I contacted my original car dealer and his comment about this scum was unprintable. The warranty has so many exclusions that it would never pay off.
