I got the same call July 11 th ! I figured it was a scam and it had the same exact wording like you wrote I feel better now even though I knew it was a scam it still always scares me at first.
Called my cell phone on July 11th. The voicemail that was left was a recording of a woman claiming that this message is intended for...And then said my mothers name. They said they were from Mediation Services, and wanted to take her statement over the phone. I knew this was a scam when they said my mothers name. Not sure how they got my number and her name, though. I will not call back, and will warn my mother not to speak to them.

I received a voicemail from this number. The voicemail was an official sounding recording informing me that there is a chance of fraud happening associated with my number. There was no mention of collecting a debt. I almost felt compelled to call right back, but I looked up the number here first.
I am currently caught up on all my bills and building my credit back up following a divorce. I have received similar type of calls in the past because of online payday loan collectors. They always said they would be serving me papers, but never did. This number in particular I have no idea what they are really after. I will let them contact me via mail if it is legitimate. I will not call back.
