Received a call from this number & did a quick check on the internet. First results came back as BeenVerified, Nothing in 800notes. It shows that the number in question was a Robert Pullman in El Cajon, Ca. & at the ripe old age of 97. I don't know this person. A voicemail was left and after hearing the voicemail, it was about "Last Chance to lower your credit card Interest Rates" Obviously a Robocaller phishing.

I have my voicemail greeting that goes as "If I didn't give you this number personally & isn't in my phonebook or you have blocked your caller id, I will not answer this call & you will be Blocked permanently. Thanks for calling"  So as I do with all unwanted calls, I Blocked this number.
