Calls but leaves no message

In my area doing work on homes.  They always are in my area, apparently.

Left a short message, but most was not understandable. At the end, he said "hello, hello". I heard other people talking in the background.

Just answered my elderly dad's phone thinking it was my brother (only saw the 442 prefix). Silence, then a man asked for Mrs. X (gave correct last name). When I told him she was dead (she died over 6 yrs ago), he said "Dead? How can she be dead? I just spoke to her." I told him then he had the wrong number. He dismissed that and asked to speak to my dad. When I asked who he was, he said Ben something, and then quickly asked if they were still planning on doing that work on the house they head discussed. I explained they had done work before my mom died, and thank you very much, and hung up.
