I keep getting calls from these people saying I requested info about going back to school. Of which I did not!! He tried doing small talk asking about the weather where I live. I kept asking him where was he calling from but he would not answer. He had a lady come on to talk to me so I asked her where she was at. She said she was outside Saint Louis. The area code is a Kansas area code.

Yup. Applying to a job on-line will do it. So will registering on most of the job search web sites and job fairs. Some of the job hunt web sites will have a question along the lines of "Do you want to be contacted by shady for-profit education combines?" Not that your answer means much. If you apply for any State or Fed run benefit programs, that will get you calls and/or e-mail as well. If you have an interest, that is one thing. If not, just hang up on them, they are used to it, and have no souls in any case. If you want to be polite, just say "I hear the phone ringing, gotta go...don't call me... bye!" If you want to sound hip, say "Bye Felicia." k? It is a subtle dis.
ps - They don't really care about the weather where you are. If you said "I just lost my family to an F5 tornado not even 10 minutes ago" they would say, "That's nice" and start the pitch.
