These are collectors for Communications companies, to an extent I blame the companies such as Cox and T Mobile who seem to  blacklist their customers for being a couple of weeks late paying their bills, and I mean a couple of weeks, not months! Difficult to put them on 'do not call' because they have so many numbers

5-6 CALLS DAILY AND NEVER A MSG....IF YOU HAVE SOMETHING TO SAY...SAY IT BUT QUIT WITH THE CALLS.   I HAVE BETTER THINGS TO DO THAM WASTE MINS CHECKING VM AND NOTHING
