The prefix here starts with a 1, which I believe makes it an invalid phone number. The implication being that if you dialed this within the 626 area code, the number would be 159-9111. That is certainly an invalid local number. So the call is clearly fraudulent no matter who it's from. My blocklist automatically screens invalid numbers out anyhow, I spotted this one in the log and got curious...

5/22 15:52 As before, registered message but this time fool stayed on long enough to say "hello..." obviously not listening to the machine. Lots of background boiler room noise. Why would anyone call this # back in the first place? Will continue to report #'s and not answer ones not recognized. One of these days maybe we will prevail and get rid of these annoying pestering calls.
Caller said he had a "contracting" company and was trying to solicit business. I asked him to not call my phone number again. I am sure this caller will call again because that is what these creeps do. I am so tired of these so-called contractors. If they are really contractors, why don't they get a job with a real company that does not call and harass people? Block their calls!
