Might not be telemarketer. But if is (others report this number also), I'll submit complaint to FTC:

Just got this call... message was preceded by a blip, then a male voice saying, "Hello? Are you there?". Then message ended. Clearly prerecorded, and annoying.
Got calls from this number and same number proceeded by invalid numbers with a period of 4 to 11 seconds (3 calls). Apparently repeated calling to extend time phone rings before an answer machine kicks in. These are total scumbags!
