Who called from 6263461327

called and didn't leave any message.  Blocked it.

Called and said some stuff about my home being qualified for help with electric bill or something. (I rent from my in laws & this was my cell phone he was calling). No way MY house was qualified. Said we weren't interested & hung up.

unknown caller from someone using fake numbers and location been ongoing 3.5 years despite detailef reports to do not call thing

This number called my cell number. I don't answer calls I don't know and not expecting. If it's important, they typically leave a voice message but obviously if you don't then it wasn't important, its telemarketing, its a robo automated call. Number blocked.
