I have received two calls that showed a restricted number.  they did leave a message to call back to #626-506-2652.  When you call back it goes straight to a pre-recorded message asking to leave your name, number, case #, DOB and name.  What is this company.  They portray themselves as a office staff from the local county (where I currently live) Civil Court.
