They're a Chinese cold calling center. From what I could make out with my spotty reception, they were trying to sell me service (my guess was for a phone service), asking if they thought certain fees were expensive. I responded that I didn't particularly think so, but since I replied in English, she responded by saying in Chinese that my language skills weren't very good. I then hung up.
