According to this site and another I came across, appears this number has recently started to get complaints. So was probably some scammer using a different number for a while, and then started to use this.
If anyone had also been getting calls from 212-238-6230, then I have a feeling its the same party spoofing different numbers in hopes maybe you pick up this number instead. But don't pick up! Once you do, they'll mark your number as a working number and bombard you more.
So for those people who like to "give these people a piece of your mind" that's the worst thing you can do. First, chances are these are robo-calls, meaning a computer is dialing, probably multiple times a day. Even if you do pick up, there may not be an actual person on the other line. So, now you didn't even get to yell at anyone, AND they know your phone number works and they're going to start calling you even more, and probably from different numbers.
Good luck and look into call blockers if you have not already since the DNC is not going to care. They change numbers enough that they generally don't get enough complaints per number to make it worth it for them
