Total scam. There is a Financial Crimes Enforcement Network , which is part of the US Department of The Treasury. https://www.fincen.gov/ It is headed up by Director Shasky Calvery. But this number is not them.
For one thing, that agency does NOT do debt collection. For another, being in ordinary civil debt is NOT a crime and you cannot be arrested for it.
Ignore these calls and block the number. This scam has been going around for some time. There is some evidence that the scammers are targeting the immigrant community.
