I work at an insurance company in the Medicare sales department, and yes that is illegal.  As of last September it is illegal to call anyone about Medicare plans unless they have called or mailed requesting information.  And unless you sign a release form (or record a phone call saying the same) then no one can go to your home to discuss any plans with you.  If this happens go to cms.hhs.gov and report them.
