I think this is a skip-tracer for a bill collection agency. The man asked "Are you so and so? You just called my house and this # showed up on caller ID. Blah blah."
Caller ID showed up with "Losing Bill Tin" and the number 636-477-3366. Fakers!!!
Per Wikipedia "Skip tracing tactics may be employed by debt collectors, bail bond enforcers (bounty hunting), private investigators, attorneys, police detectives and journalists, or by any person attempting to locate a subject whose contact information is not immediately known."
