Who called from 6365366912

I just got called on my cell....no message, "all circuts busy" when I tried o call back.

called-way to early in the a.m. no message

Also got a call from this number and I know for a fact my bank doesn't call about lowering my interest rates. I think this is a scam.

I answered and a male voice on the other end seemed surprised someone answered. I asked who they were trying to reach and there was no answer. I waited about ten seconds and then hung up.

illegal robocall - obvious scammer...sounds like it was calling from far away...likely some scammer from a foreign country phishing for identity and credit card info to steal our money.
