The sale of cigarettes across State lines, without paying State taxes, is illegal. So this is either a phishing scam to get personal info, or a credit card. Anyone who says you can get cheap smokes, in a State where they are not, is either a crook (black market), or lying. Either way, the buyer will get burned.
