Probably Card Services again. It seems they're hiding behind a new set of spoof numbers. Calling the number back gets a message: "The number you have reached is not in service"

I didn't answer the call when it came in. If their computer hears you say "Hello" or anything else you will be automatically added to the "new suckers to harrass" list. But it is safe to call the number back to check because they don't take incoming calls. They don't want the police calling them.
