Yes, this is Microsoft but they refused to admit it. They insisted that they are "My Phone Support." For what it's worth, Microsoft support is not worth the money and messed me up.
This number is a Microsoft service number. I had a Windows 8.1 software update issue. I called Microsoft on their toll free USA phone number, a computer answered, and asked me to push an options menu number. I was then transferred to a live person, who in a long discussion explained how to fix the issue. Then the live person called me back and wanted confirmation that the problem was resolved. By the way, the person spoke very poor English. The live person I spoke with was located New Delhi, India. The caller I.D. was "Out of Area."
