Your cell phone has been picked out of random for a special survey

Received calls from this number numerous times.  Did not answer so could not tell if scam.  They did leave message saying it is for a Healthcare survey.  They call me at all times of the day, night including late Sunday evening.  I don't answer unless i know for sure who it is.

How many times will you allow them to call before you obtain a call blocker?
