Who called from 6466530359

This is a scammer saying you have qualified for a grant because I was a good tax payer then asks for thousands of dollars in gift cards.

I also got same issue with them

Scam.  Grant, need to call back on this number and give them id. AJ393.  Whatever.

Saying it's for a grant for $9,000 and provided a tracking number for western union and said to call 646-653-0359 to activate the tracking number

Don't bother calling.  There is NO GRANT!  You need to apply in order to try to obtain one.
