The only people that can process an immigration visa is this place which is part of the Canadian government: http://www.cic.gc.ca/english/index.asp
Further, why would they ask for US dollars? Canada has its own money. It's amazing to me that people fall for this scam considering how easy it is to do a simple web search and find the answers.
