Really bad recorded voice claiming to be the IRS (and had to actually SAY that it was the Internal Revenue Service - just in case I didn't know what IRS actually meant. Well since I write them a check every quarter to pay taxes - I'm pretty sure I know what IRS stands for). Called 2x in 3 hours and left the recorded message that I was going to be sued by the IRS. Bring it on baby! What a joke. Get a life. Better yet - get a job instead of trying to scam people over the phone. Low life scum.
Yes they should, unfortunately they are located in India and Pakistan. Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.
