Robocall - Unethical telemarketer for cleaning services, etc. uses Robo-dialer to randomly call households (Does not matter if you are on the DoNotCall) There are most likely referral service abusine the Telephone Consumer protection Act. When line picks up the computer looks for available agent to speak to you. Report to FTC if you are on the DNC list. Document. Report. they will switch their numbers too once people catch on.
