Cell Phone rang once. Tired of junk on my cell. If AT&T doesn't offer me a solution, then I will have to find a service provider that does.

Just got a call from this number from my personal cell.  Didn't pick up because I didn't recognize the number.

Called my cell, did not answer, left no message. Blocked now.

Check with your phone provider and see if they offer robo call blocking   My cable company provides it for free and the phone rings once and these low life pond sucking scum are gone.
Most companies that offer what is known as Voice  Internet (VOIP) offer free robo call blocking.  Since cell phones use a different technology the companies claim it is 'too difficult' so companies like AT&T and Verizon are only offering it on their premium home service.  But if your home service is offered on old fashioned copper cables you are out of luck.  So my advice is go buy a phone with call blocking or a call blocking device.

You can complain to your utility about their lies--they are well aware of their scams.
