This is almost certainly a scam of some sort, and they are using a robo-dialer connected to a computer (hence the "IP VOICE" label some folks are seeing, which means "internet protocol voice".) People or companies can have whatever name they like assigned as their caller ID info, so don't assume what you see when they call is correct.
If you have a smart phone, there are apps you can download or are built into some phones' operating systems that will blacklist numbers you add, meaning you will no longer receive calls or texts from them. Check it out. I added them to my blacklist, and haven't heard from them since.

Sigh. It is a survey for the MN dept of health. I unfortunately was nice and decided to answer it, and it took FOREVER. Like 25 minutes and 100 questions. Plus the lady who was talking kept coughing into my ear, LOUDLY.
They call repeatedly, 9 times since 4/16, one day 3 times. This is for a health survey that I already told them I didn't want to participate. The call comes up as MN Government but when I call it it goes to New Jersey.
