The funniest part about this number is when you call it back the recording states that "at the subscriber's request this phone does not accept incoming calls. Uh, really?
Not really. Many telemarketing businesses have "outbound only" telephone lines - they do not want incoming calls on those lines.
If you have a burglar alarm on a dedicated landline, you would want the dedicated landline to be an "outbound only" landline to prevent criminals from calling in and blocking that line from calling out, or to keep idiots (of all kinds) from calling that line when it is needed for a real emergency (such as a fire or other need for emergency responders).
And many years ago, the telephone companies that owned payphones would block some payphones from receiving calls, if the payphones were being used to conduct gang or other criminal activities - the criminals would hang around the payphones waiting for calls to come in, and would prevent others from using the payphones. This problem is mostly gone due to cell phones, particularly burner phones.
